Estonia in the world's indexes
A country whose independence was restored from the Soviet occupation only in 1991 stands today at the top of the world's freedom rankings. This page gathers Estonia's positions in the major international indexes — freedom, rule of law, education, digital government and the economy — with the comparison of where we came from. Freedom here is not a slogan but a measured result.
Freedom
Press freedom (Reporters Without Borders, RSF): 2nd in the world out of 180 countries in 2025 (89.46 points) — Estonia's best result ever, behind Norway and ahead of the Netherlands and Sweden. A year earlier Estonia was 6th.
Freedom House, Freedom in the World: 94 points out of 100, status “Free” (2025) — among the freest countries in the world.
Internet freedom (Freedom House, Freedom on the Net 2025): 91 points out of 100, 2nd in the world after Iceland (94); Estonia has held the top of this ranking for years.
Human Freedom Index (Cato Institute and Fraser Institute, 2024): 10th in the world.
State, education and economy
Corruption Perceptions Index (Transparency International, 2024): 76 points out of 100 and 13th out of 180 countries — the best in its region.
UN E-Government Development Index (EGDI, 2024): 2nd in the world after Denmark (0.9727 out of 1) — the yardstick of the digital state.
Tax competitiveness (Tax Foundation's ITCI): 1st in the world — eleven years in a row.
Economic freedom (Heritage Foundation, 2024): 8th in the world.
Education (OECD PISA 2022): Estonian students are Europe's best in reading and mathematics and at Europe's top in science; among the best in the world.
The yardstick and the contrast
The weight of these numbers comes from history. During the half-century occupation Estonia had no free press, no free internet and no free elections — there were censorship, banned congregations and a closed border (see A secret declaration of war and Russification). Three decades after the restoration of independence, independent rankings measure Estonia among the freest countries in the world. And the same rankings measure the other end too: Russia stands 171st out of 180 in RSF's 2025 press freedom index — its lowest result in history. Two states that left the same point in 1991 stand today at the two ends of the same table; the tables speak for themselves.
Freedom in Estonia has a minority dimension as well: the freedom of religion the occupation destroyed is protected again in the restored state — the Estonian Tatar community lives by it too (see Freedom of religion in Estonia).
